A change-maker at heart, Jennifer’s regional and national client base includes clients such as the United States Conference of Catholic Bishops, the Archdiocese of Omaha, Students for Life of Madison at the University of Wisconsin; The National Palliative Care and Hospice Task Force; The Saint Paul Seminary; Shrine of Our Lady of Guadalupe in La Crosse, Wisconsin; and other Catholic dioceses, schools, foundations, and pro-life organizations across the country. She devotes her apostolate to faithfully strengthening the institutions that draw our nation’s faithful closer to Christ. 

JAG Consulting is also a founding member of 4 Pillars Collaborative, a 4-company strategic alliance that provides planning, architectural, fundraising and financing services to clergy, ministry leaders, and faith communities seeking to expand or build their churches.

Before she dedicated her counsel to serving faith-based clients, Jennifer led clients including US Bank, United Way, the National Guard, the State of Nebraska, and many others in strategic planning and communications. Her thoughtful and efficient approach has resulted in customer and revenue growth, inclusive board and staff engagement, and a realignment of her clients’ goals with their missions. 

Early in her career, Jennifer was a lead advocate for the nation of Guatemala, attracting greater investment and tourism to a country recovering from civil war. As the head of public relations efforts for the Guatemalan Development Foundation (FUNDESA) in Guatemala City, she worked directly with the U.S. Embassy and the Associated Press to change the conversation, resulting in delegation visits from U.S. congressmen still active in international policy today.

A Phi Beta Kappa graduate of the University of Nebraska-Lincoln, Jennifer holds bachelor’s degrees in journalism and Spanish, and a master’s in political science with a specialization in international relations and human rights. She was a governor appointee to the Nebraska Commission on the Status of Women, and a mayoral appointee to the Lincoln Lancaster County Women’s Commission. She has served on numerous non-profit boards, including her current role as Vice President of the West Point Parents Club for Nebraska and Western Iowa, and as a current member of the Nebraska Catholic Conference Board.  Jennifer was  named by the Lincoln Journal Star three years in a row as one of 30 of the Most Influential Women in her city.

Jacqueline brings over 25 years of experience in government relations, public policy, communications, and management to JAG Consulting. As an adult convert to Catholicism, Jacqueline believes she is called to encourage others to discover the beauty of the Catholic faith, as well as use her gifts to serve God faithfully in her professional career.

Jacqueline has served in senior executive positions at the White House, the U.S. Department of Labor, the Office of the Governor for the Commonwealth of Virginia, and other high-profile positions, including Senior Policy Advisor and Director of External Relations at the U.S. Department of Health and Human Services.

Since leaving the federal government in 2009, she has offered consulting services to assist public and private sector clients within the fields of healthcare, public health, medicine, and education.  Select non-profit and corporate clients include: Yale Center for Health Solutions, Ponce School of Medicine, St. Kitts School of Medicine, Sabia Net, Pfizer, AT &T, The Alliance for Healthcare Transformation, and VisíonAmericas.

Jacqueline also provides public policy, government relations, strategic business development and fundraising consulting for Pro-Life and Catholic organizations, such as the Chiaroscuro Institute, Women Speak for Themselves, The Catholic Association, Concerned Women for America, and Americans United for Life. She is a founding and active member of the National Catholic Prayer Breakfast Board, and is the current Executive Director of the International Catholic Legislators Network, an international fellowship that brings together Catholic parliamentarians from around the world for spiritual formation, fellowship, and education on the tough topics of the day.

Jacqueline received a B.A. in Political Science from the University of North Carolina at Chapel Hill, and an M.A. in Statecraft and International Affairs from the Institute of World Politics in Washington, D.C.

Cindy Jeffrey

Cindy Jeffrey, M.A.

Cindy brings 25 years extensive experience to JAG Consulting clients in the areas of strategic planning and communications, government relations, coalition building, advocacy, and in leading successful change efforts.

Cindy attributes both her commitment to change and her innovative approach to advocacy to her Catholic faith. While her passion for changing the world began as a news reporter, her desire to leave the world a better place led her to work in promoting health and safety as an expert consultant for public and private organizations across the country. Sought out by organizations as a successful change agent, Cindy’s leadership on key advocacy campaigns blends a deep knowledge of state policy and legislation with the ability to build strong support among a wide cadre of constituents.

One of Cindy’s many successes was leadership of advocacy efforts to bring smoke-free indoor worksites to her home city and state – in spite of multi-million dollar lobbying efforts against this legislation across the country by big tobacco companies. For those efforts, she received the Patty Steele Memorial Award for Excellence in Public Advocacy from the American Cancer Society, Heartland Division. She has been the only non-legislator to receive the award as an individual.

For JAG clients, this knowledge and expertise will be invaluable in the areas of growing engagement of volunteers, parishioners, and advocates in bringing about effective change efforts; and in issue areas including religious liberty, Catholic health care, education, and more.

Cindy graduated Phi Beta Kappa from the University of Nebraska-Lincoln in journalism and history, and completed her Master’s in communications and adult and continuing education. She has served in various leadership and advocacy roles, including state advocacy lead for non-profit organizations, as a Mayor’s appointee and Chairwoman of a city board, and a steering committee member of various policy campaigns.

Kevin Horne assists JAG clients with research methodology, questionnaire design, and the analysis, interpretation, and visualization of research results.

Prior to JAG, Kevin worked with hospitals, health systems, and health plans to develop techniques to measure patient and consumer experience to improve those experiences.  Kevin has worked with clients on the design and implementation of  projects with the Veteran’s Health Administration, the Department of Defense, the NIH Clinical Center, New South Wales Health (Australia), and a province-wide project with the Ontario Hospital Association. Kevin has also worked with many Catholic health systems such as The Sisters of Mercy Health System (Missouri), Catholic Health East, Catholic Health West, and the Franciscan Health System (Northern Indiana), among others.

Shifting from the hospital sector to public health, Kevin most recently worked as an epidemiologist with the Nebraska Department of Health and Human Services Division of Public Health where he coordinated projects that assessed the health behaviors of Nebraskans and developed actionable data for health promotion projects.

Originally from Indiana, Kevin has two adult daughters.  He enjoys travel and experiencing the many sights this country offers. Kevin volunteers his time with health-related organizations, such as the National Multiple Sclerosis Society.

Jenni is a Graphic Designer and Digital Marketing Specialist based in Salt Lake City, Utah. Jenni has helped build brand identities and promotional marketing material for small businesses with multi-state reach. She has experience in creating well-rounded illustrations and advertising campaigns which integrate the use of digital marketing. 

Jenni brings JAG faith-based clients a broad creative background, with over 10 years’ experience in promoting small business. She believes that the ability to effectively orchestrate powerful marketing campaigns requires attention to the client’s needs and core values. She enjoys getting to know her clients and obtaining a vast understanding of their church, organization or business – and their vision and goals – in order to create compelling materials.

Zachary Baehr

Zachary loves content. He loves to help small organizations have an outsized presence by using content to tell the story of the organization, and he has helped with content strategy and development for newspapers, nonprofits and schools. Using social media, websites, emails and more, he hopes to create a compelling narrative for organizations. He supports JAG’s efforts when appropriate for the organization.

Zachary has worked for newspapers (print and digital), nonprofits and government organizations, always focusing on content development. His passion is brainstorming new ideas for organizations to tell their stories in a variety of ways, and strongly believes in idea application: borrowing from the creativity of others, and applying it to whatever project fits best. He’s a national award winner for a public school communications association, with honors in digital media, print publication and podcasts.
